The Norwegian police service chooses EDB as its data communications supplier

(Oslo, 2 January 2006) The Norwegian National Police Computing and Material Service (PCMS) has, on behalf of the entire justice sector, chosen EDB as its new supplier of data communications services. The agreement covers more than 600 office locations, and runs for three years with the option to extend for a further two years. EDB has also entered into a framework agreement with PCMS acting for the Ministry of Justice for the use of official registers. This agreement also runs for three years, with the option to extend for a further one + one year. The two agreements represent total business volume of around NOK 60 million.

The justice sector has stated that its objective is to "Make the infrastructure of the justice sector as simple as possible, based on national and international standards. The structure shall be based on well-proven technology, be capable of expansion and be forward-looking". Through the agreements announced today, EDB will make a significant contribution to this task.
 
Seamless intercommunication between different operators' networks
EDB is to provide a comprehensive service that guarantees end-to-end quality for the justice sector. The service package will include communications/access, equipment, monitoring and operations services. EDB's solution will make it possible to combine and switch access operators so that the more than 600 office locations in the justice sector will always use the best supplier for their location, based on local presence and capacity needs. This agreement envisages business volume of around NOK 40 million over three years, and represents new business for EDB. The agreement also includes an option to extend for a further two years. In the first instance, the agreement will be used by the Correctional Services and the Police.
 
EDB Infobank for the justice sector
The justice sector, which includes the Court Service, the Police and the Correctional Services, makes extensive use of public registers. PCMS, acting on behalf of the Ministry of Finance, has awarded a new framework agreement to EDB for access to public registers. The contract runs for three years, with the option to extend for a further one + one year. This agreement represents business volume of around NOK 20 million over the first three years.

Some 18,000 users access information from the central population register, the employer/employee registers, the Brønnøysund registers, the Norwegian property information service and telephone directory enquiries. This information is accessed by traditional online enquiries (character-based and using Web interfaces) and program-to-program communication from the technical systems used by the justice sector (based on Web Services). In addition, EDB will be responsible for maintenance of the justice sector's register data. The number of on-line register enquiries runs at over one million a month. The existing agreement between EDB and the Ministry of Justice and the Police expired at the year-end. After a new round of competitive bidding, the justice sector has again chosen EDB.
 
EDB Infobank offers access to information from a number of public registers and private information databases. The Infobank service is intended for users in both the public and private sector, regardless of industry or sector. The solution can, for example, be used by municipalities for tasks such as tax collection and social services, and by the police and judicial system (investigation, identification), as well as for administrative tasks in the banking/debt collection/financial sector.
