| City of Bergen chooses "Digital Public Sector" from EDB |

(Oslo, 20 October 2008) The City of Bergen has entered into an agreement with EDB for the purchase, operation and maintenance of a new HR solution for payroll and personnel management. The solution is based on EDB Resource Allocation and Management, which is part of EDB's new solutions suite "Digital Public Sector". The agreement runs for four years, and represents total contract value of up to NOK 25 million over this period. The agreement between the City of Bergen and EDB represents the largest single IT solutions contract by a Norwegian municipality so far this year.
"The City of Bergen is a very important customer for EDB, and this contract serves to confirm that our new solutions for Norwegian municipalities are competitive in the market. We are currently seeing great interest in these solutions from a number of municipalities", explains Thomas Christian Holter, director of EDB's public sector unit.
The City of Bergen carried out a detailed and thorough tender process for this contract, including prequalification, detailed offer, use case review and final negotiations with selected suppliers.

Throughout the tender process and negotiations we have focused on the work processes in the HR area, seeking to identify the solution that offers the greatest benefits over time. Better quality and higher efficiency
EDB Resource Allocation and Management will help the authority to work more efficiently in the HR area, and will pave the way for greater digital interaction with employees and citizens. EDB's deliveries to the City of Bergen will start at end October/November this year. It is envisaged that the solution will be fully implemented by the authority during the course of 2009. The HR solution is a role-based system with a web-based user interface, and uses open source software and standards. The objective is to create an interactive dialogue within the authority, and in due course also with citizens that use these services. The solution will pave the way for using fewer applications with lower operating costs and overall cost savings. The solution is based on a unified platform-independent solution strategy that offers users extensive flexibility and functionality.
"Digital Public Sector"
EDB's new solutions suite for Norwegian municipalities known as "Digital Public Sector" is the product of the largest-ever investment in new solutions for Norwegian municipalities. The new suite is powered by service-oriented architecture from the leading international software supplier SAP, while EDB's specialist solutions for the public sector have been renewed and upgraded with additional functionality.
"Using the SAP platform's service-oriented architecture paves the way for us here in Bergen to increase the scale of flexible electronic interaction between the HR solution and other administrative systems used by the authority. The City of Bergen intends to prioritise service- oriented architecture in all future systems purchases, and it is pleasing that we are able to start with such an important and key application as the HR system", explains Lars Tveit, Head of IT Development at the City of Bergen.
