Horten municipality signs agreement with EDB

(Oslo, 2 March 2009) Horten municipality has entered into an agreement with EDB for the delivery of a new HR system for the municipality. The system is based on 'EDB Digital Public Sector', EDB's new product portfolio for the municipality sector. The agreement runs for 6 years, with scope for extension.

This agreement brings Horten municipality into the larger group of public sector entities that are already using EDB's forward-looking SAP-based solutions for Norwegian municipalities and county authorities.

"We are currently seeing a lot of interest in these solutions from a number of municipalities, and over recent months we have signed contracts with 35 municipalities in all. This agreement with Horten municipality is further confirmation that the solutions we offer are highly competitive in this market", comments Thomas Christian Holter, director of EDB's public sector unit.

Making effective use of IT
Horten municipality's objective is to have an HR system that will help to simplify and automate its working processes by making effective use of information technology. A new HR system is essential in order to realise this objective. In addition to the traditional payroll and personnel functions, the solution will be available to the municipality's 2,000 employees through self-service functions. The new solution will deliver benefits for the municipality in a number of areas:
  • Simple to use with the help of self-service solutions
  • Extensive digital case management and workflow
  • Management tool - monitoring, competence planning and reporting
  • Integration to link payroll and personnel functions with other technical systems
  • Effective and automated work processes
Long-term partner
"It was important for our decision that EDB offers a long-term, forward-looking and predictable solution that satisfies all the material requirements and preferences set out in our request for proposals. In terms of a predictable solution, we are looking not only at quality and operational reliability, but also at avoiding the risk of unforeseen costs during the term of the contract. EDB's proposal also distinguished itself in terms of its systems architecture and 24/7 availability. The payroll element of the system is particularly critical, and the fact that EDB supplies similar systems to the city authorities of Bergen and Trondheim helped to give us confidence in their solution", explains Helge Skatvedt, head of administration at Horten municipality.

Exceptional user-friendliness
Horten municipality attaches particular importance to making full use of the system in order to fully realise its benefits. The municipality sees training as a key factor in achieving this. "EDB offers a good E- training concept that was judged to be by far the best by the user panel that evaluated the possible suppliers. We are very confident that we have made the best decision for Horten municipality, and we look forward to a fruitful collaboration with EDB", says Helge Skatvedt.

Operating services for up to 10 years
The agreement has an initial term of 6 years, with options to extend by two plus two years. EDB will provide operating services for the solution.
